The Spartan Constitution

THE CONSTITUTION AND BY-LAWS OF
THE STUDENT NEWSPAPER OF YORK COLLEGE OF PENNSYLVANIA

PREAMBLE

Recognizing that freedom of expression and the freedom to disseminate truthful information constitute the fundamental basis for any democratic society, we hereby establish this newspaper to provide the students of York College of Pennsylvania with the means to:

  1. Express their opinions and ideas publicly.
  2. Learn more about the events and circumstances surrounding life at York College.
  3. Learn, practice and exhibit methods of responsible, fair journalism, including, but not limited to: news reporting and writing, advertising, editorial work, graphic design and photography.

ARTICLE I: NAME AND PURPOSE

  1. The name of this organization shall be The Spartan.
  2. The purpose of The Spartan shall be to objectively collect and publish information concerning items and events judged to be of interest to the students, faculty and administrators of York College of Pennsylvania and to publish such information in a newspaper format made available to said parties.

ARTICLE II: MEMBERSHIP

  1. Membership shall be open to all interested students at York College of Pennsylvania according to the guidelines set forth in the York College Student Handbook.
  2. Students desiring to become members of the staff must complete a Staff Information Sheet. Staff Information Sheets are to be kept on file in The Spartan office solely for organizational purposes. These forms may be obtained from a member of the Editorial Board.
  3. The duties and responsibilities of the general membership shall be determined by the Executive Editor(s) and communicated to the general membership by either the Executive Editor(s) or other members of the Editorial Board.
  4. Only students present at the time of a vote, who have a Staff Information Sheet on file and who have been members for a period of thirty (30) days prior to voting, will be allowed to cast their vote on any decision before the general membership.

ARTICLE III: AMENDMENTS

This constitution may be amended in the following manner:

  1. Any Editorial Board or general staff member (through a member of the Editorial Board) may bring a motion for an amendment.
  2. The Editorial Board will go over the proposal at the next Editorial Board meeting, or as determined by the Executive Editor(s) but not to exceed a time period of ten (10) business days.
  3. An affirmative 2/3 vote of present Editorial Board members is necessary for amendment to be passed.
  4. The amendment shall then go before the general staff where a majority consensus of those eligible staff members who are present is necessary in order for the amendment to go into effect.

THE BY-LAWS OF THE CONSTITUTION

ARTICLE I: EXECUTIVE AND EDITORIAL BOARD

  1. The Executive Board of The Spartan shall consist of the following positions:
    1. Executive Editor(s)
    2. Managing Editor
  1. The Editorial Board of The Spartan shall consist of the following positions:
    1. Advertising Editor
    2. News Editor
    3. Life and Leisure Editor
    4. Copy Editor(s)
    5. Layout Editor(s)
    6. Pre-Press Editor
    7. Arts and Entertainment Editor
    8. Sports Editor
    9. Photography Editor
    10. Webmaster
    11. Faculty Advisor (Non-voting member)

ARTICLE II: ELECTION OF EXECUTIVE EDITOR

  1. Any student(s) who have been a member of The Spartan staff for at least two consecutive semesters and a member of the Editorial Board for one semester, having a cumulative GPA of 2.5 or higher can announce their interest in the position.
  2. Two (2) persons may run for the positions of Co-Executive Editors, but if they choose to do so, are running as a unit and must be elected together.
  3. The interested applicant(s) must submit a resume and cover letter to the current Editorial Board at a time to be determined by the current Editorial Board and no less than two (2) weeks before Editorial Board elections.
  4. The resume and cover letter will contain the following information:
    1. The importance of a student newspaper to York College.
    2. Why he/she/they deserve(s) to be Executive Editor(s) of a student newspaper.
    3. His/her/their goals and aims in directing a student newspaper.
    4. His/her/their qualifications for such a position.
  1. The current Editorial Board will read the resumes and cover letters. All applicants running for Executive Editor must abstain from reading the other cover letters and resumes and must abstain from the interview and election process.
  2. Campaigning to other members of the Editorial Board to guarantee votes before the election shall automatically exclude the applicant from the Executive Editor election.
  3. The applicant(s) will meet with the Editorial Board for an interview. The interview will be followed by a discussion by the Editorial Board. At this time, the candidates must leave the meeting room.
  4. The current Editorial Board will then hold a ballot vote and the applicant with the majority of the votes (51%) will be selected. In the case of a tie, the next highest Editorial Board member shall select the new Executive Editor(s).
  5. Once the new Executive Editor(s) is chosen, he/she/they will apprentice under the current Executive Editor(s) for the remainder of the semester and then take over at the end of the semester.
  6. An Executive Editor(s) may serve for as long as one academic year, or two consecutive semesters before elections must take place as outlined in this Article.
  7. There is no limit on the amount of terms a person or persons may run.

ARTICLE III: ELECTION OF EDITORIAL BOARD MEMBERS (EXCEPT EXECUTIVE EDITOR(S))

  1. Any member of the general staff or current Editorial Board can announce their interest in an Editorial Board position if that member has:
    1. A GPA of 2.0 or higher.
    2. Been a member of the general staff for no less than one full semester.  This rule may be suspended with a vote of 2/3 or higher from the current Editorial board.
  1. Applicants must submit a cover letter and resume to the current Editorial Board at least two (2) days prior to the scheduled elections, or as requested by the Executive Editor(s).
  2. The resume and cover letter will contain the following information:
    1. The importance of a student newspaper to York College.
    2. Why he or she deserves to be an Editor of a student newspaper.
    3. His or her goals and aims for the Editorial position.
    4. His or her qualifications for such a position.
  1. The current Editorial Board shall interview applicants.
    1. Members of the Editorial Board must excuse themselves from the interview/voting process if they are running for a position or if there are any obvious biases (relationships, etc.) between themselves and a candidate running for an Editorial Board position.
  1. After the interview, the present members, and only the present members, of the Editorial Board shall take a vote. The applicant receiving a majority (51%) of the vote will be elected to the position.
    1. In the event of a tie, the tied applicants shall go before the general staff at the next general staff meeting.
    2. The applicants will give their platforms and present eligible general staff will vote by secret ballot (Editorial Board members may vote again).
    3. The applicant receiving the most votes shall be elected to the vacant position.
  1. The Executive Editor(s) shall notify all candidates within twenty-four (24) hours of the results of the election. The elected candidate shall serve in their position for as long as they desire but:
    1. At the end of two consecutive semesters, Editorial Board members must receive a vote of confidence (51%) from the current Editorial Board at least one week prior to the announcement of vacant positions.
    2. If the Editorial Board member receives a vote of confidence they may continue in their position.
    3. If they do not receive a vote of confidence the position shall be announced as becoming vacant, and the applicant will have to re-apply.

ARTICLE IV: ELECTION OF EXECUTIVE BOARD MEMBERS
(EXCEPT EXECUTIVE EDITOR(S))

  1. Any student(s) who have been a member of The Spartan staff for at least two consecutive semesters and a member of the Editorial Board for one semester, having a cumulative GPA of 2.5 or higher can announce their interest in the positions.
  2. Applicants must be a member of the Editorial Board during the terms in which he/she will run for the Executive Board. 
    1. This can be suspended with a 2/3 majority vote from the Editorial board.
  1. Applicants must submit a cover letter and resume to the current Editorial Board at least two (2) days prior to the scheduled elections, or as requested by the Executive Editor(s).
  2. The resume and cover letter will contain the following information:
    1. The importance of a student newspaper to York College.
    2. Why he or she deserves to be an Executive of a student newspaper.
    3. His or her goals and aims for the Executive position.
    4. His or her qualifications for such a position.
  1. After the interview, the present members, and only the present members, of the Editorial Board shall take a vote. The applicant receiving a majority (51%) of the vote will be elected to the position. In the case of a tie, the Executive Editor(s) shall select the new member of the Executive board.

ARTICLE V: VACANCIES IN OFFICE

  1. The Editorial Board shall hold elections when there is an announced vacancy at a date to be determined by the Executive Board.
  2. If a position, with exception of Executive Board, becomes vacant, the Executive Board shall:
    1. Immediately assume the role of the vacant position.
    2. Begin the Editorial member selection process within one (1) week, following the procedures outlined in Article III.
  1. A current Editorial Board member can announce his or her interest in a vacant position in the Editorial Board, but must go through the election as anyone else.
    1. If a current Editorial Board member decides to run for a vacant position, with the exception of Executive Editor, their current position will be announced to the general staff as becoming vacant.
    2. If a current Editorial Board member decides to run for another vacant position, with the exception of Executive Editor, and is not elected, they must be re-elected to their current position.
  1. The person filling the position shall serve in that position for the remainder of the semester at which time the person filling the position must receive a vote of confidence (51%) from the current Editorial Board.
  2. If a position on the Executive Board becomes vacant during the semester the Executive Editor shall:
    1. Immediately assume the role of Executive Board member.
    2. Begin the Executive Board selection process within one (1) week, following the procedures outlined in Article IV.
  1. If the position of Executive Editor becomes vacant during the semester or if a Co-Executive Editor leaves office the Assistant Managing Editor (or Co-Executive Editor) shall:
    1. Immediately assume the role of Executive Editor.
    2. Begin the Executive Editor selection process within one (1) week, following the procedures outlined in Article II.
      1. The Assistant Managing Editor or Co-Executive Editor can choose to run for the position of Executive Editor.

ARTICLE VI: REMOVAL FROM OFFICE

  1. Any person serving on the Editorial or Executive Board, including the Executive Editor(s), may be subject to impeachment and removal from office for any breach of faith against The Spartan or abuses of office.
  2. The Executive Editor(s) shall preside over the impeachment process, unless the Executive Editor(s) are being impeached, in which case the Assistant Managing Editor shall preside over the proceedings.
  3. The impeachment process will begin with the motion to impeach by a member of the Editorial Board, which must be followed by a second, made by another member of the Editorial Board.
  4. Any Editorial Board member may make a motion for impeachment at an Editorial Board meeting.
  5. The proceedings must take place within one (1) week of the motion being made and have a majority (51%) of the Editorial Board present.
  6. The Editorial Board member who brought the motion will present the charges against the subject of impeachment and must be present at the hearing.
  7. The subject of impeachment shall be allowed to defend themselves against the charges if they choose to do so.
    1. The subject of impeachment does not have to be present at the hearing but if they wish to be, the hearing must take place at a time when they are available.
    2. The subject of impeachment will then immediately be asked to leave the office after the defense has been rendered to prevent against any disruptions or bias.
  1. The Editorial Board shall discuss the matters at hand in a round robin style. No statements shall be permitted from Editorial Board members unable to be present during the proceedings. Whoever presides shall ask for final additional comments with no opportunity for rebuttal.
  2. Whoever presides shall conduct a secret ballot vote of the present Editorial Board members.
  3. The vote to impeach must have a 2/3 majority of present Editorial Board members.
  4. If impeached, the subject of impeachment is immediately removed from office and the procedures outlined in Article V shall take place.
  5. The Executive Editor(s) must notify the subject of impeachment of the results of the proceedings within twenty-four (24) hours.
  6. No Editorial or Executive Board member may be removed from office without the above stated process.

ARTICLE VII: OFFICE HOURS

  1. All Editorial Board members are required to complete a minimum of five (5) office hours a week in The Spartan office.
  2. Office Hours must be given to Assistant Managing Editor by the second general staff meeting.
  3. Excessive failure to complete office hours is considered a breach of faith of The Spartan, and the Editorial Board member may be subject to impeachment under Article VI.

ARTICLE VIII: MEETINGS

  1. General Staff Meetings shall be conducted once every week or as deemed necessary by the Editorial Board.
  2. Editorial Board meetings shall be conducted as deemed necessary by the Executive Board, but not to exceed two weeks in a row without a meeting of the Editorial Board.
  3. Meetings with the Executive Board, Faculty Advisor and members of the Editorial Board shall take place once a month or as deemed necessary by the Faculty Advisor and Executive Board.
  4. Any Editorial Board member that misses more than three (3) of the above stated meetings within a semester without reasonable excuse is considered breaching the faith of The Spartan, and the Editorial Board member may be subject to impeachment under Article V.
  5. The Executive Board shall meet periodically to discuss matters separate of the Editorial Board as deemed necessary by the Executive Editor(s).

ARTICLE IX: FUNDS

  1. The Business Editor is responsible for the maintenance of all funds.
  2. The signature of the Executive Editor(s), Business Editor or Managing Editor is required in order to make a purchase using funds from The Spartan.
  3. Only authorized purchases are allowed and a receipt and copy of the check number must be placed in the Business Editor’s mailbox.
  4. The Business Editor may set aside an amount of money (not to exceed fifty (50) dollars) in petty cash to be used by Editorial Board members in an emergency.
    1. The Editorial Board member who takes petty cash must return a receipt to the petty cash box within the next several days.
  1. An Expenditure Request Form must accompany all funds dispersed from the Student Senate account of The Spartan. Said form shall bear the signature of either the Business Editor or Executive Editor and be filed for future records.

ARTICLE X: PUBLICATION POLICIES

  1. The Editorial Board of The Spartan shall have sole authority over and full responsibility for the content of the newspaper.
  2. All articles are due by 12:00 a.m. Friday or as stated by the Executive Editor(s).
  3. All Editors must have their sections laid out by Saturday at 12:00 p.m. or as determined by the Executive Editor(s).
  4. The newspaper must be laid out and ready for delivery to the York Newspaper Company (YNC) by Sunday evening or as determined by the Executive Editor(s).
  5. The newspaper must be sent to the YNC by Sunday evening or as determined by the YNC and Executive Editor(s).
  6. The newspaper must be picked up by 5:00 p.m. on Monday afternoon and delivered around campus by Tuesday morning or as determined by the Executive Editor(s).
  7. The opinions published in the pages of the "Life and Leisure," “Arts and Entertainment,” “Editorial," or "Letters to the Editor" sections of the newspaper do not reflect those of the members of the Editorial Board. Each column, letter to the editor, or editorial reflects the opinion of the author only and not that of The Spartan or York College of Pennsylvania.
  8. Any member of the student body is welcome to submit articles for publication. The Editorial Board reserves the right to edit, in whole or in part, any or all material submitted for publication.

ARTICLE XI: BASIC DUTIES OF EXECUTIVE BOARD

  1. Executive Editor(s)
    1. Shall be chosen in accordance with procedures set in Article II.
    2. To be familiar with every phase of operation of The Spartan.
    3. Shall be the chief representative(s) of The Spartan.
    4. To be responsible for every phase of The Spartan operation, and to see that every phase is properly carried out in a timely matter.
    5. In the event that members of the staff do not carry out their duties, to carry out those duties themselves.
    6. To help recruit staff members.
    7. To preside or designate someone to preside at all General Staff and Editorial Board meetings.
    8. To be responsible for editorials on campus, local, or national issues that they deem appropriate for a college newspaper.
    9. To work closely with the Faculty Advisor to avoid libel or vulgarity in The Spartan articles, feature and editorial.
    10. While the advisor is available for guidance, the Executive Editor(s) and Editorial Board are ultimately responsible for what is published.
    11. To work closely with the Business Manager in regard to finances and record keeping.
    12. To work closely with the Layout Editor and Assistant Managing Editor to be responsible for every article, feature, photograph, and piece of art to make sure it is in the correct and proper publication form.
    13. To make sure meetings of The Spartan are followed in accordance with Article VIII.
    14. To make sure all Executive Board positions are filled in accordance with the constitution of The Spartan.
    15. To ensure every YCP student's right to respond to articles, photographs, editorials, advertisements or art work in the form of Letter-to-the-Editor, articles, and opinion without regard for the students' race, religious affiliation or political views.
    16. To be available to the writing staff and help them with their writing problems or direct them to someone who can help them. Some sources of help may be: Learning Resource Center, and YCP English Professors.
    17. To assign articles in conjunction with section editors and the Executive Board for general staff members to report on.
    18. To set publication policy with respect to advertisements, articles and other material submitted for publication.
    19. To send each issue to the publisher to print.
  1. Managing Editor
    1. Shall be chosen in accordance with the procedures set in Article IV.
    2. To act in the capacity of the Executive Editor(s) in the absence of the Executive Editor(s).
    3. To act as a liaison between the Editorial Board and the Executive Board.
    4. To work closely with the Executive Board in all aspects of The Spartan, and to help set Editorial policy and to make sure The Spartan is published in a timely manner and within the boundaries of responsible and fair journalism.
    5. To serve as Public Relations Director of The Spartan and develop/distribute information such as:
      1. Semester publication schedule.
      2. Memos to Student Organizations.
      3. Benevolent memos to main school administrators.
    6. To work closely with the Layout Editor and Executive Editor(s) to be responsible for every article, feature, photograph, and piece of art to make sure it is in the correct and proper publication form.
    7. To make sure all Editorial Board positions are filled in accordance with the constitution of The Spartan.
    8. To coordinate and make sure office hours for The Spartan Editorial Board are followed in accordance with Article VII.
    9. To promote "goodwill" for The Spartan without compromising high ethical standards or objectivity.
    10. To assign articles in conjunction with section editors and the Executive Board for general staff members to report on.
    11. To be available to the writing staff and help them with their writing problems or direct them to someone who can help them. Some sources of help may be: Learning Resource Center, and YCP English Professors.
    12. To decide which General Staff member is “Spartan of the Week” and “Star of the Month” and present the appropriate certificate.
    13. To be responsible for End of Semester Staff Activities.
    14. To keep a journal of all meetings, or to appoint another Editorial Board member to do so.
    15. To help recruit staff members.
    16. To assume any other duties deemed necessary by the Executive Editor(s).  
  1. Business Editor
    1. Shall be chosen in accordance with the procedures set in Article III.
    2. To act in the capacity of the Executive Editor(s) in the absence of the Executive Editor(s)
    3. To keep accurate records of all finances of The Spartan.
    4. To be responsible for the payment of all bills associated with the processing, printing and publication of The Spartan.
    5. To deposit all incoming funds in The Spartan bank account at a bank to be determined by the Business Editor and Executive Editor(s).
    6. To wrap up all financial obligations at the end of each semester, leaving the organization in good standing with creditors.
    7. To serve as liaison between the Student Senate Finance Committee/Treasurer and The Spartan.
    8. To work closely with the Advertising Editor to ensure all advertising revenue is accurately kept track of.
    9. To attend all Student Senate Finance meetings.
    10. To write up and be responsible for the budget of The Spartan.
    11. To help recruit staff members.
    12. To assume any other duties assigned by the Executive Editor(s).

ARTICLE XII: BASIC DUTIES OF EDITORIAL BOARD

  1. Advertising Editor
    1. Shall be chosen in accordance with the procedures set in Article III.
    2. To solicit advertising for publication in The Spartan.
    3. To manage and organize all aspects of advertising for The Spartan as deemed appropriate by themselves and approved by the Executive Editor(s).
    4. To be responsible for sending invoices and copies of newspapers to clients and give checks to Business Editor to be deposited in The Spartan bank account and make a copy of check for records.
    5. To keep records of current and prospective clients.
    6. To work closely with the Business Editor and Editorial Board to insure accuracy in advertising and advertising revenue.
    7. To update ad racks when new posters arrive.
    8. To help recruit staff members.
    9. To assume any other duties assigned by the Executive Editor(s).
  1. News Editor
    1. Shall be chosen in accordance with the procedures set in Article III.
    2. To act as News Editor and assign, manage and organize all articles that relate to news.
    3. To layout the news section.
    4. To help recruit staff members.
    5. To work closely with the Staff Photographers and scan the Internet to get pictures of news events.
    6. To submit funding requests to the Business editor for approval when it is necessary to cover off-campus events.
    7. To assume any other duties deemed necessary by the Executive Editor(s).
  1. Life and Leisure Editor
    1. Shall be chosen in accordance with the procedures set in Article III.
    2. To act as Life and Leisure Editor and assign, manage and organize all articles that relate to life and leisure.
    3. To layout the life and leisure section.
    4. To help recruit staff members.
    5. To work closely with the Staff Photographers and scan the Internet to get pictures for the sections.
    6. To submit funding requests to the Business editor for approval when it is necessary to cover off-campus events.
    7. To assume any other duties assigned by the Executive Editors(s).
  1. Arts and Entertainment Editor
    1. Shall be chosen in accordance with the procedures set in Article III.
    2. To act as Arts and Entertainment Editor and assign, manage and organize all articles that relate to life and leisure.
    3. To layout the arts and entertainment section.
    4. To work closely with the Staff Photographers and scan the Internet to get pictures for the sections.
    5. To submit funding requests to the Business editor for approval when it is necessary to cover off-campus events.
    6. To assume any other duties assigned by the Executive Editors(s).
  1. Copy Editor(s)
    1. Shall be chosen in accordance with the procedures set in Article III.
    2. To be responsible for all copy from its receipt until the newspaper's layout.
    3. To compile timely and newsworthy articles.
    4. To check all articles in assigned sections for proper spelling and grammatical usage.
    5. To ensure that all statements made within the issue are factual.
    6. To check the final copy and layout design of the newspaper before it is given to Layout Editor(s).
    7. To help recruit staff members.
    8. To assume any other duties deemed necessary by the Executive Editor(s).
  1. Layout Editor(s)
    1. Shall be chosen in accordance with the procedures set in Article III.
    2. To manage and organize the layout of The Spartan.
    3. To be aware of all articles, artwork, photographs, features and advertisements placed in The Spartan.
    4. To be responsible for the presentation of the newspaper in a correct and proper publication form.
    5. To help compose final digital layout of newspaper and send to York Newspaper Company.
    6. To help recruit staff members.
    7. To assume any other duties deemed necessary by the Executive Editor(s).
    8. To act as Event & Activities and Comics Editor and to manage and organize all articles, college-related announcements and comics that relate to these sections.
    9. To act as a liaison between:
      1. Comic/Feature Organizations and The Spartan.
      2. Collegiate Advertisers and The Spartan.
    10. To work in conjunction with the Business Editor to offer appropriate and cost-effective comics to our readers.
  1. Pre-press Editor
    1. Shall be chosen in accordance with the procedures set in Article III
    2. Shall review the entire issue before publication, focusing on all forms of error: typographical, grammatical, visual, etc.
    3. Shall insure that all statements in the issue are factually correct.
    4. To help recruit staff members.
    5. To assume any other duties deemed necessary by the Executive Editor(s).
  1. Sports Editor
    1. Shall be chosen in accordance with the procedures set in Article III.
    2. To assign, manage and organize all articles that relate to sports.
    3. To act as a liaison between:
      1. The YCP Athletic Department and The Spartan.
      2. The YCP Sports Information Director and The Spartan.
      3. The YCP Intramural Department and The Spartan.
      4. The YCP Club Sports/Intramurals and The Spartan.
    4. To work closely with the Photography Editor/Photographers and scan the Internet to get pictures of YCP sporting events.
    5. To submit funding requests to the Business editor for approval when it is necessary to cover off-campus events
    6. To help recruit staff members.
    7. To assume any other duties deemed necessary by the Executive Editor(s).
  1. Photography Editor
    1. Shall be chosen in accordance with the procedures set in Article III.
    2. To work closely with the each Editor for the purpose of photographing and assigning staff members to photograph events that correlate with The Spartan.
    3. To ensure the timely development and computer scanning of any photographs to appear in The Spartan.
    4. To be responsible for photographs to appear in The Spartan with the appropriate sizing and appropriate captions.
    5. To help recruit staff members.
    6. To submit funding requests to the Business editor for approval when it is necessary to cover off-campus events
    7. To assume any other duties deemed necessary by the Executive Editor(s).
  1. Webmaster
    1. Shall be chosen in accordance with the procedures set in Article III.
    2. Shall post each issue electronically on the York College website.
    3. Shall try to enhance the electronic version of the newspaper in any way possible.
    4. Shall provide the Executive Editor(s) with any comments, opinions, or poll information gathered electronically.
    5. To help recruit staff members.
    6. To assume any other duties deemed necessary by the Executive Editor(s).
  1. Faculty Advisor
    1. Shall be assigned in accordance with the procedures established by the York College of Pennsylvania administration.
    2. Shall be a non-voting member of the Editorial Board and general membership.
    3. To advise members of the Editorial Board in all aspects of the operation of The Spartan, as the advisor deems necessary.
    4. To help recruit staff members.
    5. To keep in touch with the Executive Editor(s) regarding the progress of The Spartan.

ARTICLE XI: GENERAL STAFF INFORMATION

 

  1. The jobs and duties of the General Staff writers vary according to the news and information that needs to be attained. The attainment of the news in an objective manner is vital to the functioning of the newspaper. The writers of the General Staff have to be able to turn a lead into a story. This lead may be provided to you, you may hear about it in the classroom or on the radio, or the lead may be adapted from national news to a local story. This section of work is most vital to the success of The Spartan.
  2. The General Staff also includes students who may wish to type, work with the computer, layout, work with the business or advertising aspects, or a combination of the above. All parts of the General Staff are important to the functioning of The Spartan.
  3. At The Spartan, we are trying to bring to the readers of York College of Pennsylvania a newspaper that responds to their request.
  4. The Spartan should be thought provoking to the students. At the same time, however, it has to be responsive to the students.  We can act upon our freedom of speech and expression within limits of good taste.
  5. To range of assignments that can be covered by a staff writer will vary according to the abilities of the writer and also the depth of the research of the article. The writer is responsible to report the news and to research the accuracy of the information as much as possible.
  6. The staff is vital to making The Spartan what it is...A BRAND NEW DIMENSION OF EXCELLENCE.
